Transit Oriented Development (TOD) Realized in the New State Capital

Liputan6.com, Jakarta - The concept of Transit Oriented Development (TOD) is carried out to synergize spatial order to accommodate new growth by strengthening the living environment. The plan is also to be realized at the National Capital City (IKN) in East Kalimantan based on smart cities.
The ATR / BPN Ministry conducts an integrated development of land assets using the Government Cooperation Agency (PPP) scheme and designs a TOD Oriented Development zone master plan.
The ATR / BPN Ministry Secretary General said that before the discourse of the new capital city there were plans to support Transit Oriented Development programs.
Himawan explained, TOD is a transportation development concept that synergizes with spatial planning to accommodate new growth by strengthening the living environment. TOD can reduce the mobility of people or people using private transportation, so that people can easily use public facilities, walk to the station, then use public transportation.
"This TOD makes the development trend of cities in the world so that it will be easier to reduce the mobility of people. This TOD is very good. We hope that the DKI Jakarta government can make a better Spatial Planning Plan (RDTR), then apply good incentives and disincentives, "he said.
Furthermore, Himawan Arief Sugoto emphasized that due to limited government financial support to implement the project, the ATR / BPN Ministry took the initiative to open opportunities for public-private partnership. According to him, this optimization can also be done, offered if the PPP concept scheme in the provision of infrastructure for public use, by referring to the specifications that have been set previously.
In preparing for the development of the new Capital Region, there are several tasks that have been carried out and anticipated by the Ministry of ATR / BPN. The task is to carry out an inventory of plots of land and land appraisal that is part of the drafting of a Presidential Decree (Kepres) concerning Indonesia's National Strategic Area. Then, make a strategy to build and prepare a budget for the movement of the ATR / BPN Ministry's headquarters to the new Capital City in East Kalimantan.
"We realize that budgeting is an important issue. To overcome this problem, there are several models for budgeting strategies that can be applied, for example Public Private Partnership (PPP) partnerships, Private Funding, and a mix of PPP and private funding, "he stressed.
At present the ATR / BPN efforts to support in terms of Mandiri Financing to prepare the ATR / BPN Headquarters in East Kalimantan. The effort is through the Preliminary Study of Urban Renewal, Transit Oriented Development (TOD) and the Utilization Program of 3 (three) Head Office Buildings on Jalan Sisingamangaraja, Agus Salim Street and Jalan Kuningan Barat.
In addition, he said, if the ATR / BPN Ministry office moved to a new capital city, the old office could be used for other purposes.
Meanwhile urban observer Yayat Supriyatna said that the development of an area with TOD concept must also form a synergy with train operators, so they are willing to increase the frequency of train travel.
Likewise, bus stops, motorcycle taxi stations and online vehicles must be prepared, as well as integrated terminals including transportation node services. Do not get out of the train station, the terminal is chaotic, so it needs to be arranged together. It is also important to consider the provision of vehicle parking facilities and other public facilities.
